ECONOMIC DEVELOPMENT AND FINANCE PROGRAMS IN WASHINGTON COUNTY
The county has historically felt its role in economic development was to primarily ensure good infrastructure (roads, bridges, transit), quality amenities (like county parks, libraries, trails) and provide a competitive tax environment--it is important to note that Washington County property tax rate ranks among the lowest in the state. A number of cities recently requested the County’s collaboration incenting new economic development, growing the tax base and increasing the number of jobs within Washington County.
In 2014, the Washington County Economic Development Strategic Plan was developed and approved by the County Board and is currently being updated. In 2016, the Washington County HRA added economic development powers and the transition to a CDA took place.
Local support is very important to the County Board and the CDA Board, and the county’s economic development strategic plan clearly stated the intent was to be supportive of city efforts, not duplicate them. There was good support from smaller cities as they were likely not to have any of their own staff for these efforts. Larger cities with economic development staff on board were supportive of countywide economic development marketing and favored new development, regardless of location.

About the Speaker: Chris Eng currently serves as the Director of Economic Development for Washington County, MN. He has over 25 years experience in housing, community and economic development with the State of MN, regional and at the city and county levels. Previously, Chris served as the Director of Business & Economic Development for the City of Duluth, Executive Director of the Duluth Economic Development Authority and as the Executive Director of the Chisago County HRA/EDA. Chris has also served a Vice President of Public Finance with Northland Securities. He is a certified economic development finance professional and belongs to many organizations that seek to promote and further economic development opportunities in Minnesota.
Eggs & Issues is a series of forums that provide Chamber members with an opportunity to hear about issues affecting the business community, while enjoying a light breakfast. Each event is highlighted by a guest speaker and allows time for questions and answers.
